Beijing, Jan. 10 (Xinhua) -- US President Trump's government announced a sweeping reform of the national environmental policy law on Jan. 9 local time, according to the "Central News Agency". Critics believe that the move undermines the regulatory requirements for highway, airport and oil pipeline construction, and also lets the government ignore the impact of these construction on climate change.
According to the National Environmental Policy Act (NEPA) signed by Nixon, then president of the people's Republic of China in 1970, all major infrastructure projects must be subject to environmental impact assessment by the federal competent authority.
It is reported that the national environmental policy act is the first important environmental law in the United States. Its legislative purpose is to "create and maintain a harmonious coexistence environment between human beings and nature". The law has become an obstacle to trump's acceleration of fossil fuel extraction.
During the EIA conducted by the former President Obama administration according to the National Environmental Policy Act, the US Environmental Protection Agency raised an objection to the "cornerstone XL" oil pipeline project, which runs through Canada and the US. At last, Obama blocked the plan, but now trump has restarted the plan.
Trump said he would act because many construction projects "stagnated and the federal review process was unusually slow and complex.". He also said he would not give up until "the new infrastructure makes the world admire America again".
On September 9, the trump government announced that it would accept 60 days of public comment on the adjustment measures of the national environmental policy law, which will come into effect at a later date. The new regulations will raise the threshold of what kind of plan needs EIA.
