A Chinese citizen who worked in Monsanto before Monsanto was acquired by Bayer (baygn. De) was charged Thursday in St. Louis, Missouri, with stealing trade secrets for China, the Justice Department said.
Xiang Haitao, 42, was stopped by federal officials at an American airport as he was preparing to board a Chinese plane with patented agricultural software, the Justice Department said in a statement. Xiang Haitao worked for Monsanto and its subsidiary climate Corp in 2008-2017.
"This allegation is another case in which the Chinese government used its talent program to encourage corporate employees to steal intellectual property from U.S. employers," said John Demers, Assistant U.S. attorney general.
In 2008, China announced the "thousand talents plan" to recruit scientific researchers. U.S. authorities say the program poses a threat to U.S. national security.
"Xiang Haitao introduced himself to the Chinese government based on his working experience in Monsanto," Demers said. "After being selected into the thousand people plan, he resigned and bought a one-way ticket back to China. Then he was arrested at the airport and failed to leave with a copy of Monsanto's patent algorithm," he said.
Haitao's lawyers have not responded to requests for comment.
