Navarro, head of the U.S. National Trade Commission, said Friday that the U.S. and China are well on their way to completing the first phase of the trade agreement, but two more stages are needed to address all of China's "deadly structural problems.".
Navarro told Fox Business News that the key to the agreement is an enforcement mechanism that allows the United States to impose tariffs on any breach of the agreement without fear of retaliation from Beijing.
"We need three phased agreements to deal with these seven deadly structural problems in China," he said.
US President trump said Friday that negotiations on a trade agreement with China are progressing smoothly.
U.S. and Chinese officials also said Friday they have made good progress on the road to a "first stage" trade agreement. This comes after nearly 16 months of tariff war between the two sides dragged down global economic growth.
