In early October, the White House announced a national emergency for the telecom industry supply chain, which may be used by Washington to tighten the pressure on Huawei, the telecom equipment giant.
Eileen Albanese, a commerce ministry official, said at an event in Washington that the rules were "being considered and reviewed" but did not provide a timetable. She added that the rules were "not all ready".
In May, the White House tasked the Department of commerce with formulating rules that would clearly define new requirements for companies to participate in the telecommunications supply chain. On the same day, the Ministry of Commerce listed Huawei on the so-called "entity list" on the basis of national security concerns. The U.S. government also prohibits U.S. companies from selling products to China without special permission.
Although senior officials have encouraged U.S. companies to apply for licenses and promised to allow them to sell products to China that can be easily replaced without compromising U.S. national security, the Department of Commerce has yet to respond to more than 200 license applications it has received.
