But the government's proposals now look set to fail as the main opposition Labour Party waits for the EU to approve the extension and two other parties launch their own proposals for an earlier election.
The UK is due to leave the EU on Thursday, but despite the government's argument that it is still the legal default date for brexit, few expect Johnson to fulfill his do or die commitment on October 31, after the EU agreed that brexit could be delayed again.
More than three years have passed since Britain voted to leave Europe. However, the British government and Parliament are still debating how, when and whether to leave Europe. This is the biggest policy change in the UK in more than 40 years.
All political parties in the UK believe that elections are needed to break the deadlock of brexit, but they do not agree on the timing of the elections. In the eyes of many lawmakers, Johnson's attempt to set the conditions for a new election raised concerns that he might renege.
But a source in the prime minister's office said Johnson would do everything he could to promote elections to "complete the exit", including considering options offered by other opposition parties.
"Congress can no longer kidnap the country," Johnson said Saturday night. "Millions of businesses and people can't plan for their future. This paralysis has caused real damage. The country must open a new chapter in 2020."
On Sunday, Nicky Morgan, the UK's minister of figures, culture, media and sports, double stressed that Thursday was still the "default exit date".
