The State Council of China recently promulgated the regulations on optimizing the business environment, which will come into force on January 1, 2020. Ning Jizhe, deputy director of the national development and Reform Commission, said Wednesday that the next step will be to continue to deepen the reform of "deregulation services" and further optimize the business environment. Specifically, we need to further relax market access, fully implement the negative list of market access, and promote the general implementation of "non prohibited access".
He also said at the briefing of the new China Development Office that it is necessary to further promote fair supervision, optimize law enforcement methods such as environmental protection, fire protection, tax and market supervision, and implement inclusive and prudent supervision on new industries such as sharing economy, digital economy, artificial intelligence and intelligent manufacturing, so as to promote the sustainable and healthy development of emerging industries.
"We will further promote the cancellation of a number of administrative licenses and other matters, and further clarify and standardize various intermediary services for administrative examination and approval." Ning Jizhe said.
The promulgation of the regulations on the optimization of business environment is equivalent to the formulation of special administrative regulations to promote the construction of market-oriented and legalized international business environment, and the government legislation provides institutional guarantee for the investment and development of various market entities. In view of the "one size fits all" problem reflected by law enforcement enterprises, the regulations specifically require that except for specific circumstances, market entities shall not be required to generally stop production or business.
Ning Jizhe said that in the future, it is necessary to further simplify the administration and facilitate the people, continuously reduce and standardize the certification matters, simplify the certification materials required by public enterprises and institutions, and comprehensively promote the notification and commitment system of certification matters before the end of June 2020; and strive to achieve "one network for all government services" by 2022.
