The U.S. has not fully complied with a WTO ruling and could face Chinese sanctions if tariffs on solar panels, wind power towers, steel cylinders and aluminum profiles are not lifted, the WTO appeals judge said in July.
The WTO dispute settlement body (DSB) actually gave Beijing a green light to seek compensatory sanctions in mid August. The United States said at the time that it did not consider the WTO ruling to be valid and that the judges "applied the wrong legal interpretation in this dispute".
The US delegation said that China is still a "consistent violator" of the WTO subsidy agreement. U.S. officials in Washington and Geneva did not comment further.
In addition to the pending WTO disputes, the United States and China have implemented a series of tit for tat tariff measures in the past 15 months, disrupting financial markets and seriously dragging down global economic growth.
Wolff, deputy director general of the WTO, is the highest ranking American in the organization. He declined to comment on specific disputes at a Washington think tank event.
But he said the fact that Member States continue to file lawsuits with the WTO shows that they believe that the WTO will eventually resolve the current impasse surrounding its dispute settlement procedures.
