Although the U.S. -China negotiations on Trade and intellectual property issues have lasted for 18 months, they may last much longer if they are not long in terms of importance.
"Given the size and scope of the agreement and its core global importance, I don't think 18 months is very long," Kudrow said.
"It's so important that we have to do it well. If it takes 10 years, it takes 10 years," Kudrow added. He compares this with the confrontation between the United States and the Soviet Union during the Cold War.
Kudrow confirmed on CNBC and Bloomberg TV that the top U.S. and Chinese trade negotiators would meet in early October, but added that the exact date was not yet set and he was reluctant to predict the outcome.
In a telephone conversation Thursday, Vice Premier Liu He of the State Council, U.S. Trade Representative Letterheiser and Finance Minister Nuchin decided on a plan for the first face-to-face trade negotiations between China and the United States since the end of July. The Deputy Trade Officer is scheduled to meet in mid-September.
** Back to May**
Since May this year, the Sino-US trade war, which lasted for 14 months, has escalated sharply. The United States said that China wanted to overturn its previous commitments to amend laws to improve intellectual property protection, curb compulsory technology transfer and improve market access to China. Trade negotiations broke down.
Since then, U.S. President Trump has sharply raised current taxes on $200 billion worth of Chinese goods and imposed or planned new tariffs on almost all remaining Chinese imports to increase his bargaining chip.
Kudrow told Bloomberg Television that he could not guess whether negotiations in September or October could postpone plans to raise tariffs on $250 billion of Chinese goods from 25% to 30% on October 1.
"We want to go back to where we were last May, but I don't know if it's possible, and I don't want to predict anything. It's a difficult thing," he told reporters at the White House.
He also said that it is important for China to reflect the reform in the adjustment of the law, and that any agreement must have law enforcement provisions to ensure that China complies with its commitments.
