Japan's Yomiuri Shimbun said Wednesday in an unquoted report that it would upgrade its assessment of North Korea's nuclear weapons capability in its forthcoming annual defense report, saying Pyongyang appeared to have achieved warhead miniaturization.
In contrast, the Japanese government said in last year's report that North Korea might have completed the miniaturization of warheads.
Yomiuri said the Japanese government intends to approve the defense report at a cabinet meeting in mid-September. The report will maintain the assessment that North Korea's military activities pose a "serious and urgent threat".
