The news shows that while increasing pressure, Japan does not want to unilaterally stop exports. Japan had previously tightened controls on the export of three kinds of high-tech materials to South Korea, triggering a diplomatic crisis between Japan and South Korea.
South Korean Prime Minister Lee Lok-won said that Japan decided to allow the export of EUV photoresist materials, and told government officials, "We are strengthening diplomatic efforts to enable Japan to withdraw its economic attacks." This material is essential for Samsung Electronics (005930. KS) high-end chip manufacturing business.
Senior Japanese officials said that Japan had issued permits after "strict censorship" and warned that export controls might also be considered to extend beyond three types of high-tech materials.
"If we find that other exports are also improperly used besides those three high-tech materials, we will implement more thorough measures to prevent repetition, including expanding the scope of application review." Japan's Minister of Economy and Industry, Shi Geng, said.
Samsung declined to comment.
Examination and approval of the export of these three materials may take up to 90 days, although slow but not stopped.
Shinong said Japan would not normally announce every export approval, but this time it did so because South Korea had previously called Japan's recent export restrictions an "embargo".
