IMF, President of the International Monetary Fund (IMF), said on Friday that China's "all around" plan should only go where needed and generate debt sustainability.
Lagarde gave a brief commentary at the second China International Cooperation Summit Forum held in Beijing, saying that infrastructure projects such as ports and railways are positively affecting the economic growth of some countries, but they need careful management.
She advocated an improved version of "one belt 2", including improving transparency, making public purchases through competitive bidding, and optimizing the risk assessment in project selection.
"History teaches us that if not carefully managed, infrastructure investment will lead to debt growth problems," Lagarde said in a speech prepared for the summit. "As I said before, if you want to achieve complete success, you can only go to places where you need it. I would like to add today that we can only go to places that are sustainable in all respects."
Lagarde said that the Chinese government is taking positive steps to propose a new debt sustainability analysis framework for project evaluation.
