In the first phase, the government departments and large state-owned enterprises of the whole country paid off more than 160 billion yuan of the accounts owed to private enterprises, including the wages of migrant workers. The people's livelihood security project arrears have been paid in priority.
"In the previous stage of work, the central enterprises set an example and played a very important role. They did not talk about conditions and costs. First, they cleared the arrears owed to private enterprises. In the follow-up work, we should study and solve the arrears of private enterprises to state-owned enterprises in an appropriate way." Xin Guobin, Vice Minister of Industry and Information Technology, said.
In particular, he stressed the importance of establishing a long-term mechanism. Among them, the key and core is to solve the problem of lack of law, and to establish a legal guarantee system, which is the most critical measure to ensure the development of upstream and downstream enterprises, large and medium-sized enterprises.
According to its introduction, developed countries have some legal provisions in this regard, China still has the problem of legal deficiencies. In the Law on Promotion of Small and Medium-sized Enterprises, which was revised last year, this issue has been stipulated in principle.
