        Asian stock markets mark the time before Trump's speech

Morgan Stanley Capital International (MSCI), the broadest Asia-Pacific stock market index outside Japan, is on par with China, and several other markets in the region are still closed for the Lunar New Year holiday. Japan's Nikkei index rose 0.3%, while the E-Mini futures of the Standard & Poor's 500 index showed little change.
Dow Jones reported Tuesday that U.S. Treasury Secretary Steve Mnuchin and trade representative Robert Leacht planned to meet in Beijing early next week on the grounds of an unidentified senior government official.
Trump is expected to challenge the Democratic Party's approval to fund its long-sought border wall, but at least not declare a national emergency for the time being. The speech began at 2100 Eastern Time (0200 GMT).
Investors are also interested in any details of the long-touted infrastructure spending plan, which has yet to build a single road or bridge.
"Trump is likely to make progress in trade, but many key structural issues may remain prominent," said Richard Franklovich, head of foreign exchange strategy at West Pacific Bank.
