The US Defense Secretary, James Mattis, urged senior members to move forward in a defense bill that must be passed in Congress to tighten regulation on foreign investment in the United States in order to stop China's efforts to reach sensitive US technology.
In a letter that Reuters saw on Friday, Matisse urged the Republicans and senior members of the military committee of the Senate and the Senate to join the NDAA to expand the power of the CFIUS. This letter has not been reported by the media before.
Matisse said in his letter that he supported foreign investment, but added: "the Ministry of defense also believes that we must understand that our opponents have studied the weaknesses of our existing laws and regulations and are making use of them."
CFIUS is responsible for examining foreign investment in the United States and preventing transactions that it considers endangering national security.
NDAA authorizes defense spending and sets policies to define the way to use funds. It is one of the few important legislation passed by the Congress every year, so it is also used as a carrier to let all kinds of policies and measures pass by.
