Trump, a trade adviser to us president Navarro (Peter Navarro), said on Sunday that the White House plans to impose high tariffs on imported steel and aluminum products, but businesses can apply for exemption through a procedure. This, for the first time, suggests that the scope of the tariff hike may not be as wide as it was thought at first.
Navarro, the chairman of the US National Trade Commission, said that no exemption would be granted at the national level, because it would be out of control, but it would provide a mechanism to provide exemption for enterprises in some cases.
"If there is a special case of exemption, we will have a procedure to provide exemption so that businesses can continue to do business," Navarro said in CNN's "State of the Union" program.
Before that, Trump announced the tax decision on Thursday. After that, business groups actively lobbied to obstruct the move. The US trade partners vociferous, the domestic Republicans also criticized.
Ross (Wilbur Ross), the US Commerce Secretary, said on Sunday that Trump had talked to world leaders about the high tariff plan, but did not show that he would allow exemptions.
Navarro did not elaborate on the exemption procedure. The White House did not immediately reply to a reporter's request for comment.
Navarro and Ross have advocated the implementation of tough trade policy to ease the trade imbalance. The two people appeared on American TV news on Sunday to try to curb the global shock of Trump's decision.
Trump said the United States will impose 25% and 10% tariffs on imported steel and aluminum to protect domestic producers. The plan shocked us trading partners, strained US industry leaders and hit US stocks.
Josh Bolten, the executive director of the us round table, said on the "Fox News Sunday" TV program that the tariff may cause significant injury at all levels of the economy, but it will not affect China in any way.
